Woolwich’s plans for an affordable-housing development in downtown Elmira are on hold after the agency partnering with the township withdrew from the project.

Services and Housing in the Province (SHIP) last week notified the municipality it was bailing on the contract it won through a competitive bidding process.

Now it’s back to the drawing board with plans to redevelop the former Elmira Home Hardware site at Church and Maple streets. Woolwich bought the property for $4 million using money provided by Ottawa under the Housing Accelerator Fund.
