You can be excused if there’s a sense of déjà vu surrounding the upcoming discussion about bringing a gaming facility to Woolwich Township. Those of you who’ve been around long enough will recall a sometimes-heated debate that took place more than a dozen years ago that culminated in the Elmira Race
