A developer has accused Woolwich Township of using a bylaw to deliberately “frustrate” its plans to build 680 homes on a greenfield site in Breslau.

Cachet Homes has appealed to the Ontario Land Tribunal after months of wrangling with council over whether the 69-acre site can be serviced.

The developer plans a mix of 193 single-detached houses, 242 row townhomes, 145 lane townhomes and 100 medium-density units, plus a public park, on the northeast corner of Victoria Street North and Greenhouse Road.
