Equipment faults, unfamiliarity with the streets and working-time restrictions were among the reasons for delayed snow clearance by Elmira’s new sidewalk-plowing contractor, Woolwich Township revealed.
Some paths, including parts of Snyder Avenue South, near EDSS, remained clogged six days after last week’s storm began, forcing some people to resort to walking on roads.
Many residents, who had only recently learned that their surcharge for the service was expected to rise by 46.5 per cent after Verdant DBM Inc. won a $310,000 contract, were incensed.
