Waterloo Region has shed more than 25,000 foreign students in two years – a dramatic reversal after a massive boom.

Conestoga College bore the brunt of a federal visa crackdown, with international enrollment plunging 75 per cent, while Waterloo and Wilfrid Laurier universities also saw declines.

Last year, new or extended permits fell to 8,060 at the college, which is closing campuses, suspending programs, and is expected to cut around 2,750 jobs to cope with the income loss.
