Region left scrambling after water shortage poses development challenges

Uncertainty is clouding the future of new housing construction in Woolwich after the Region of Waterloo warned of a water shortage and said it will not support new development approvals.

The groundwater supply serving Elmira, St. Jacobs, Conestogo and Breslau is at risk of exceeding capacity even as things stand, an alarming new study shows.

The Mannheim Service Area, which supplies Woolwich, Waterloo, Kitchener and parts of Cambridge and Wilmot, can deliver 1,455 litres per second at maximum output, while current demand is 1,356 litres per second.
