Woolwich Mayor Sandy Shantz has apologized after 25 Breslau property owners were hit with surprise bills of almost $14,000 each for water and sewer work carried out a decade ago.

She also ordered a review of how the township communicates with taxpayers after none of the affected residents who spoke to The Observer said they had been told a charge was coming.

For many, the shock was overwhelming, not least because the demand was made just weeks away from Christmas.
